During the night of 6 September 1953, the KVP Special Commission of the Ministry of Interior which had recruited approximately 2000 enlisted men and 300 officer candidates for the KVP during the period of 10 August to 6 September was unexpectedly called back to Berlin from Gera on orders from the Ministry of Interior. 2. The KVP Special Commission is expected to receive new directives for the recruitment of additional KVP personnel prior to 10 September. Recruiting is to be suspended until then. East Germany Soviet OB Summary Comment Reports indicated that recruiting for the KVP had generally been resumed in mid-August. In order to intensify the recruitin cam i a special commission was formed by the Ministry of Interior which, with the assistanall P ce of lccal authorities, was to recruit 15,000 enlisted men and 1800 officer candidates by 1 October 1953. This new personnel is apparently needed to replace KVP personnel eligible for discharge in the fall of 1953. The suspension of the recruiting campaign and the recall of the Special Commission can probably be attributed to the results of the, West German elections. It is possible that the activation of East German armed forces, which had slowed down between June and August, will be resumed in connection with the intensified Soviet orientation of East German policy.
