Ie The State Administration for Material Procurement's (S.y.M.) main responsibility
is the effective distribution of all raw materials in East Germany. In order
to do this, it,collects'and collates all the necessary data on supplies avail-
able and then, in conjunction with the State Planning Commission and the Department
for the placing of Orders (Abtsilung 1f xer Auftrageerteilung), arranges for
distribution through the appropriate distributing organization- (D.H.Z., G.S.O.V.,
Z.B.K., and the corresponding departments of the Beziek Councils) to tr: de and
industry (both tnationalized anal private), to t he occupation forcese and the
polioe* the, Party organizations,, the National ReserTre and various miscellaneous
official bodies* In addition to these duties, the S.V.Y. is' responsible for the
control of working standards: (Arbeits'inorn n) , the 'design and manufacture of
all, planning forms, the collection and utilization of scrap and waste, materials.; r
In the exercise of all these functions, it is empowered to direct 1 inistri . es
and State Secretariats controlling particular ?branches of trade and'induhtry
(mines, chemicals, eigineering, construction, supply etc) .
