In August 1953 the Chinese Communist Central Supply and Service Command (CSSC) of the Revolutionary Military Council began expanding the ordnance repair plants at Shihohiachuang (N 38-02, E 114-28), Tangshan (N 39-38, E 118-11), Paotin (N 38-52, E 115-29), Tatung (N 40-06, E 113-41), Kueisui (N 40-47, E 111-37), Kalgan (N 40-50, E 114-55), and Ulanhot (N 46-05, E 122-01). 2, The CSSC expected that following the completion of this expansion program, each plant would be able to assume the responsibility for the regular repair and maintenance of the arms of at least two armies, and that the Shihohiachuang and Kueieui plants would increase their production of equipment used in the manu- facture of hand grenades and land mines. Prior to the start of the expansion program, all these ordnance repair shops, except for the one at Shihchiachuang, had a limited capacity for handling ordnance repairs, since they were equipped to handle only wood and iron materials. 25X1 I PComment.
