2. The important government organs formerly in Haeju City had been moved to
Okgye-ri .(YC-375140) on the northern outskirts of Haeju and to Yongha.-ri
(YC-363145) on the northwest outskirts of Haeju. Most of the civilian popula-
tion was dispersed in the valleys surrounding Haeju..
3. Most of the wealthy original inhabitants of Haeju moved to South Korea earlier
in the war.. In.mid-.April the entire population of the city was extremely ;poor,
with the exception of the Communist leaders.
