In late August refugees in Pusan, particularly government opponents, were
uncertain about the advisability of returning to Sebul. Although the National
Assembly, the political parties and social organizations had moved., many
refugees expressed anxiety about moving north for the following reasons:
a. President RHEE had not lifted the emergency martial law in the Seoul
district, although the cabinet recently voted unanimously in favor of
lifting the law.

b. Many refugee6 feared that if the political conference fails, RHEE might
ora.er the ROK Army to attack northward. In this event, a possible
Communist counter-offensive might again leave Seoul in great confusion,
despite UN assistance in its defense.
