1. A confidential, thirteen-page instruction from the Central-Committee of
the Paraguayan Communist Party (PCP), which was signed by Rigoberto PEREIRA$
interim secretary of the PCP and dated 7 September 1953s was issued for
.the exclusive use of the four Party zone chiefs, and certain subordinates
whom the-,zone chiefs may designate. As in the case of previously received
instructions, the bulk of the document, which consisted largely of diatribe
against the United States.. is intended to be a guide for the current propa
ginda line to be followed in conjunction with the more specific instruction&
set out.
2. The above-mentioned document was of special significance within the Party
in that it outlined plans for'" a new door-to-door, clandestine "peace driven
intended to create distrust of the United States and its missions in Paraguay,
andd also intended to provide a mechanism for recruitment of new sympathizers
or members for the party. The instructions furthermore called for the return
to Paraguay of all militant Party workers who have left the country.
3. The opening paragraph of the document stated that the Central Committee met
in extraordinary session to study the program of comrades A. I. KIRINCNNNKO
and CHISTIAN (sic) ?CENE, entitled "Something is Happening in Paraguay which
D do an Urgent-Scientific Investigation."

The document further declared that because of the desire of the United States
for war "we received today a clamorous call for all peoples to increase
their vigilance, and for an augmentation of the doctrine outlined by Lenin."
Quoted below are:, some of the more pertinent excerpts from the documents
"The Central Committee of the Party has made a severe analysis of the
political program outlined in the appeal entitled 'Something is Happening
in Paraguay'. The full Central Committee, meeting in extraordinary session,
resolves to transcribe texts from this program.
"The Communist Party of Paraguay has no responsible significance in
international life, because it lacks those most active and responsible

members who are capable of carrying out strong political work inside
the political organizations. Paraguay, a small country, is capable of
constructing a BASE with leaders, as has been demonstrated during recent
years.
"There are strong political organi rations capable of taking on great
risks, and the necessary thing is to elaborate a fixed plan of organiza-
tiori in order that without loss of time an organization can be built
which will be'capable of HOLDING BACK all efforts of North American
imperialism against national.and international independence.
"In the international picture, it is not a question of CREATING STRONG
POLITICAL ORGA1I 71MONS. Today we are discussing precisely how to
realize a truly international effort assisted by the immense majority
of the local organizations. We do not say that Paraguay has descended
to a place inferior to that of other organizations in other countries.
We believe that Paraguay is in condition to launch great struggles and
that she is capable of carrying out the urojected international plan of
taking over a place where trained leaders can be produced, under Party

"Considering the immediate urgency of taking a strategic place to develop
in the most detailed form the CONSTRUCTION OF THE RUSSIAN POLITICAL PLAN,
we have resolved to submit to the comrades of Paraguay the PROJECT OF A
PLAN which we will develop in detail in a pamphlet which is being pre-
pared and which will be inspected from the point of view of party direction
and responsibility by the dear comrades Oscar CREIDT, Augusto CANETE,
Antonio MAIDANA, Alfonzo GUERRA, Jose A. FLARES, Ruben SANCHEZ, Emilio
Caceres RUIZ Diaz, Amalio NUNES, Leandro BARRIOS, Antonio CACCEA, Antonio
NUNEZ, Pedro MARTINEZ Diaz, Calixto BOGADO, Modesto VILLASANTI, Marcos
ZEIDA, Jose A. IBARROLA and Ranulfo BRITEZ Paris. And these same persons
can and should answer positively concerning the form in which the work
should be done within the Directive Body, and also how it should be done
among the masses. We believe it convenient to officially edit with you
a CENTRAL ORGAN OF THE PARTY in order to bring together on paper the
feeling of concrete responsibility, so that all the comrades of the
middle class may count on a medium of organizational work for the purpose
of amplifying the party study classes............
"The INTERNATIONAL POLITICAL O TTEE FOR WORLD DEFENSE believes the
UNIFICATION OF STRUGGLES FOR THE PEACE is of most urgent necessity.....
We need a concrete effort with sure planning toward the Soviet objective.
"In Paraguay we need to develop the PARTY PROGRAM IN ITS INTERNATIONAL
PHASE and all the members should present themselves in order that the
Central Committee may count on the maximum strength, with the same
discipline, and the conspiratorial tactics at the maximum grade of per-
fection. The Party line, in order to be strong and responsible, should
count on the majority of its directive members in order that the masses
who follow it will not become frightened of anyone or anything. The
ignorant masses have a great hope, counting on the sympathies of their
leaders. The politician should be with his people wherever they go; the
leader should know their desires and necessities, giving them the same
importance as if they were his, because on this depends his stability and
progress. The heads of groups, cells, zones, or commissions should never
refer to themselves as 'chief'; they were not named that; the masses used
that term. Therefore, they should call themselves comrades, companions,
or friends. A chief who is called such because of propaganda or sympa-
thies is exposed in the most dangerous of his political activities. The
group chiefs should associate with the masses, not only of their own
organization, but with all of them, in order to know the most intimate
desires of the workers, and by means of this knowledge, continue to
construct the line of 'Broad Democratism'.
"Why do we fight clandestinely? We fight clandestinely in some countries
because of'lack of understanding of the urgent organi national tasks of

our doctrine. The proletarian struggle is demanding an open fight
against the government but without any thought as to where the material
forces for these struggles exist, and without pointing out a course to
be followed. It is necessary to educate the people against the govern-
ment and against imperialism ...... Our doctrine points out the form in
which political agitation in all its aspects will emanate from one single
party, in the people's attack against the government........ Political
denunciations are in themselves one of the most powerful means for
dividing the positions of North American imperialism and for disrupting
the positions of all enemies.

accordance, with Comrade Stalin's Point No. 3.
"The domination of a country, large or small, signifies a blow to our
organization and endangers the sovereignty of another neighboring STATE.
For that reason the DESTRUCTION OF THE POLICY OF NORTH AMERICAN DOMINATION
OF PARAGUAY is of vital importance........ The imposition of the Truman
Plan's Point Four converts peoples into a colony, especially in Paraguay.
"Ex-President Truman described Paraguay as a country without importance..
WE ASKS WHAT ARE THE NORTH AMER$ iS SEEKING? IF PARAGUAY IS WITHOUT
IMPORTANCE WHY DO THE WAR LEADERS CONSTANTLY VISIT IT AND DEMAND THE
CARRYING OUT OF POINT FOtR? ........WHY ARE THE NORTH AMERICANS SO
INTERESTED IN PARAGUAY? WHAT NEIGHBORING STATE DO THE NORTH AMERICANS
ENDANGER FIOM PARAGUAY?~ WHICH IS TO STATE MARKED BY THE AGGRESSORS TO
SECURE THEIR REAR dUARD? WHY DOESN'T THE PRO-NORTH AMERICAN SECTOR OF
PARAGUAY WAT A RECIPROCAL UNDERSTANDING WITH ARGENTINA?' WHY DO THERE
EXIST IN PARAGUAY TWO FORCES WITHIN THE SAME GOVERNMENT7'
Paraguay is described as a country of much importance, in a strategic position,
and is called a "Key Point" in the Party's strategy of international unity.
The document goes on tb!states
"It is not now a matter of creating works; works we have begun; now we
must take advantage of these works to make the people lose confidence.....
We must above all destroy the belief of the people that 'Point Four'
is beneficial to Paraguay... (we must) defend the country's independence
and the security of another neighboring State which will be attacked
from Paraguay by North American imperialism.
"WE CALL on all the leaders of the Central Committee and of the PEOPLES,
INTERNATIONAL CONSULTATIVE COMMITTEE in every country, to incorporate in
their fights for peace the. 'INSTRUCTIONS OF TIE EXECUTIVE COMMITTEE OF
MOSCOW, PLAN NO. 4 FOR PEAL ;, # in order to reinforce unity of action in
their ranks, to coordinate their actions with those of other countries...
It is of vital importance to increase the peoples' distrust in the
imperialists. Of vital importance is SOVIET INTERNATIONAL UNITY........
and it is also urgently necessary to IMPLANT in the ranks the instructions
to. defend the Soviet Union in any place whatsoever, where her doctrines
appear. to be paralyzed.
"TIE INTERIM SECRETARY OF THE COMMUNIST PARTY OF PARAGUAY desires to call
to the. attention of the PARTY BODY the resolutions of the Central Committee,
in the matter of complying with the points required in the INTERNATIONAL
GA~L to strengthen the local struggle. The Secretary has decided to place
in'the hands of the responsible local directive body this CALL. FOR PARTY
UNIT',, which does not exclude the other struggles; on the contrary......
we will reinforce the PEACE COMMITTEES which exist in the educational and
labor centers, and create hundreds more of them. The SECRETARY is tran-
scribing part of the 'call"for the information of the DIRECTIVE BODY of
the zones, .......... in order that the local organizations may have at hand
the denunciatory weapons against the government and its backer, North
American imperialism. I especially want to explain the petition, set out
in the ?call', to establish a strict national and international control.

"There are peoples who have the greatest and best will to paralyze
the march to war., but who cannot carry it out because of the lack of
national unity or because of the fascist control exercised by the
government. Within this grave problem is included Paraguay..........
The North American sector which governs Paraguay is mobilizing itself
against national unity.
"In view of the above., the CENTRAL COMMITTEE RESOLVES to call to the
fight all of the national and foreign members, for the education of
the working class and of the people residing outside the country. WE
NEED the return to the country of all PARTY members who have fled for
political reasons. WE SET the term of three months, for the return
of party responsibles to the country (unless this jeopardizes the
activity of those members who are engaged in party work in other
countries). WE DEMAND of the members who have left of their own free
will, that they return immediately. THE CENTRAL COMMITTEE RESOLVES
to mobilize the members of the organi,zations,in_Argen tina, ruU guay, and
Brazil, in order that these will CITE in the ORDER OF THE DAY the call
of the Paraguayan Communist Party,.in order that all of her members
without exception may return to form ranks in the internal fight to
ORGANIZE NEW COMMITTEES OF PEACE WITH THE INSTRUCTIONS OF THE PLAN
MENTIONED ABOVEI We need thousands and thousands of collaborators
for peace in order to bring together the national and international
fight for peace. THE WORK MUST BE LINKED TOGETHER FROM NEIGHBORHOOD
TO NEIGHBORHOOD AND FROM TOWN TO TOWN.
""IMMEDIATE PLAN OF EDUCATION FOR PEACES
"'WYth the objective of improving and planning the work of education in
the Party from the political and theoretical view, the secretary specifi-
cally sets forth this plan to be carried out within the masses and the
people. The work of education for peace (inculcating the hate and
distrust of the people and the masses against imperialism) should be
planned and actuated to raise the political and theoretical level of
the militants - seeking and creating new collaborators can bring about
more important results in study and practice - in order that they may
understand the fundamentals of our political and tactical line. We must
work to the maximum to seek out and organize thousands of COM LTTEES FOR
PEACE, which will multiply more and more every day. The working class,
by means of electing revolutionaries from within itself, contributes in
part to the illegal organization; and the POLITICAL COMMITTEE OF THE
CENTRAL COMMITTEE should exploit to the maximum (since the number of
these revolutionaries does not meet the necessities of the present time)
this new policy of peace which the doctrine furnishes for the augmentation
of the party line, not only in working for peace but also in carrying out
the role of agitator.
In order that the work of agitation and propaganda may have the necessary
force, we should work on it from the point of view of sentiment for
liberty, independence., and peace, bringing together all the workers,
students, farmers, and people in general., in criticism against imperialism;
but always the organization and propaganda, the diffusion and reproduction
of clandestine literature about internal and international peace., and the
publishing of work prospectae, fall under the responsibility of the
party... In this form the work should be carried to the people in the
form of clandestine oral incitation.... In every sense it is a party duty
to safeguard the security of all members; not to leave any traces which
may prejudice an extremely reduced number within the party in its intel-
lectual efforts.
"EXTENSION OF THE WORK OF ORGANIZATIONS
"The work requires two people working together in a single propaganda
project in one neighborhood - one who can talk, invite discussion, argue,
and explain why it is necessary to obtain the signatures of all men of
good will who do not want to fight for foreign welfare - the other should

"study the type of person in each house, his degree of understanding,
the impression he receives from the words of the other comrade, how he
answers in favor of peace or war, and whether or not he signs because
of good will or because of ignorance, and whether or not he might be
glad to work for peace. Those who sign with pleasure and with decision,
and who demonstrate sympathy, should be asked if they would be interested
in furthering the work for peace, and they 'should be invited to accept
a'paper or two for other people to sign. You will interest them, explain-
ing to them the consequences of war and explaining that the partisans of
peace are intensifying their efforts for independence of peoples and the
paralyzing of preparations for war, because North American imperialism is
poisoning the spirit of honest peoples with calumniatory propaganda, in
complicity with governments which sell their sovereignty.
fIThe project should not be carried out in a 'dispersed' form, without
plan, without timig, in a disorderly fashion, reading everything that
is said in the work pamphlet. The principal parts of the pamphlet
should be READ in order to understand how to use it. The pamphlets
will always have capitalized and underlined parts for the information
of the readers. The responsible members should point out to the reader
whit the principal party responsibilities are toward enlarging the fight
for peace. The study of the peace plans should not be done in a cut-and-
dried, literal fashion; in other words, the working documents should not
be studied word for word, sentence by sentence; nor should paragraphs be
repeated by memory, nor should the false impression be given of one who
is merely orating. It is necessary that the study of the material be
oriented for the masses as if done by true school teachers, and toward
the FUNDAINTAL concepts and tasks of the masses which should be motivated
and developed in accordance with instructions from the party. For example,
in regard to the pamphlet, The Imposition of Point Four, there is set out
therein all that can and should.serve as a guide wi respect to the PLAN
M. FOt FOR PEACE. The main thing is to make clear the central objectives
of our mans" affort, study the WEAKNESSES of the masses, and CENTRALIZE the
fight for peace joining it with the concrete activity of every group and
every militant.
,'ntensify the study of the tPoint Fourf Pamphlet of May 14, 1951, to the
very maximum..... ,This pamphlet should serve as an INSTRUMENT for work
within the working classes. This pamphlet mobilizes all the intelligent
masses, helping them to organize themselves into neighborly committees
for peace, We must PUT INTO ACTION the question of retarding non-party
organizations.

consisted of the usual violent criticism of t he United States, the American
Embassy, and the Point Four Program. Point Four is accused of attempting
to isolate Paraguay from Argentina., and the document argues that there is
a conspiracy against Paraguay between the United States and the "Pro-Yankee
sector (of the Paraguayan government),., headed by General Alfredo SIROESSNER,
Chief of the Paraguayan Air Force:"
