December 1953, will be made by the rectors of each Latin American University. Invitations have been sent; to rectors of all Latin American universities and about 80 foreign delegates are expected to attend. There is no central con>missiori'in Chile to 'pass on and accredit the delegates, and the composition 0f' the Congress will therefore depend to a large extent on the orientation of the rectors. 26 There are no'known Communists connected with the'organizing commission or'executive coitinission in Chile; on 'the contrary, known anti-Communists are prominent. The Chilean delegation has'not been chosen, but it is expected to conform closely to the composition of the organizing commission. 25X1A Comment: Press accounts from Bolivia have indicated that four out of eight Bolivian de a ates are-Communists. Arturo URQUIDI and Felipe INIGUEZ Medrano, Rectors of the Cochabainba"and `Oruro universities respectively, are expected to attend, and they aib, well-known, active Communists.
