Although the Fourth Congress of the Confederacion de Trabajadores de America Latina (CTRL) held in Chile in April 1953 strongly advocated labor unity and opposition to trade-union parallelism, it has been noticed that Rodolfo QUINTERO and Federico RONDON, Venezuelan labor leaders and directors of the CTAL, made no immediate effort'to collaborate on labor matters in Venezuela. On the contrary, the Federacion de Trabajadores del Distrito Federal y Estado Miranda (FTDFyEM), led by QUINTERO and Rafael BRACCA, continued to be attacked by the Casa Sindical group led by Federico Rondon. 2. Of late, however, both groups are collaborating in the Comite Sindical Unitario campaign; this is the first step toward the eventual holding of a Congress of Venezuelan Workers. The organizing committee is composed of Rodolfo QUINTERO, Federico RONDON, and Virgilio FERNANDEZ. 3. In':"accord with the new spirit of collaboration, RONDON lent his support to QUINTERO and to the FTDFyEM in soliciting funds for sending three delegates to the Congress of the World Federation of Trade Unions (WFTU), held in Vienna 10-21 October 1953. On the other hand, the Casa Sindical group, which is led by RONDON, held a separate meeting for the purpose of selecting three members 25X1X of that organization to represent the Casa Sindical at this same congress. 25X1X 25X1A SECRET Approved For Release 2001/11/21 : CIA-RDP80-00810A002700690008-9 25X1X Approved For Release 2001/11/21 : CIA-RDP80-0081OA002700690008-9 Approved For Release 2001/11/21 : CIA-RDP80-0081OA002700690008-9
