1. The Instituto Cultural Argentino-Ruso (Argentine-Russian Cultural Institute),
whose purpose is to promote close cultural relations between Argentina and
the USSR, moved its headquarters from Maipu 735 to Solis 1230, shortly after
the arrival in Buenos Aires of the Soviet Trade Delegation on 22 July 1953.
.2. On 25 August the governing board of the institute, composed of the following
members, was elected:

Approximately 1500 persons attended a meeting of the institute which was held
on 10 October in the Salon Principe, Sarmiento 1230. The meeting was
scheduled for 3230 p.m., but it did not actually begin until. 1:30. Grigori
Rezanov, Soviet Ambassador, and Geronimo REMORINO, Argentine Minister of
Foreign Affairs, were specially invited guests, but they were not observed to
attend.

The entrance to the meeting hall was purposely made narrower by wood
counters so as to permit no more thaxi two persons to enter simultaneously.
The entrance was guarded by four men, each wearing arm. bands with blue
and white Argentine colors and a faded yellow ribbon in the left coat
lapel. Inside the hall the aisles were guarded every three yards by
men wearing black ties, arm bands with Argentine colors, and the same
faded yellow ribbon in the left lapel. These men gave the impression
that they were "bouncers". It was noticed during the meeting that upon
receiving a signal they always initiated applause. There were also about
30 women wearing the same arm bands and ribbons. It was estimated that
about 200 persons were guarding the hall.
Inside the lobby at a table two girls were selling copies of USSR, published
by the Soviet Embassy in Montevideo. Ten other girls circulated among
the audience soliciting donations and inviting persons to join the
institute, The membership dues for the institute are five pesos monthly,
which entitle members to receive the monthly bulletin, to use the
institute's library, to attend lectures and motion pictures, and to
receive a'special discount in Russian-language courses taught at the
institute.
6. The meeting began with records of 'the Argentine and Soviet national
anthems. Speakers were Manuel ARMENGOL, Pablo CHANUSSOT, Atlio
REGGIANI, and Dmitri Dyakonov, First Secretary and Cultural Attache of
the Soviet Embassy. After the speecnes the announcer read off the names
of persons who have been officially invited by the Moscow institute
of Cultural Diffusion Abroad to visit the USSR. These persons are:

The name of another member of the delegation,. who will be appointed by
the Ministry of Technical Affairs, has not yet been obtained.
7. The remainder of the meeting was devoted to entertainment consisting of
a concert, a ballet, and songs. The meeting adjourned at 6 p.m.
