On 1 September 1953, the Central Supply and Service Command (CSSC) of the Chinese Communist Revolutionary Military Council (RMC) established a Military Supplies Production Department (MSPD) to unify supply procedures for all Chinese Communist military units through the establishment of additional factories under control of the MSPD. CHANG Heing (1728/5281), director of the Military Supplies Depar rent of the CSSC, was named to hold the concurrent post of director of the MSPD. 2. In mid-September the MSPD controlled a total of 188 factories engaged in the pro- duction of foodstuffs, footwear, bricks, tile, lumber, and weapons for military use. These factories did not include those installations under the direct control of the various military areas and districts. 3. The MSPD planned to consolidate and expand existing factories in order to reduce the percentage of supplies obtained from private factories from 60 percent in 1953 to less than 25 percent in 1951. L. Exposures during the 1952"anti's'fcampaigns of frequent instances of defective materials, failure of goods to meet specifications, production of foodstuffs unfit for consumption, and poor labor efforts were the factors which led to the estab- lishment of the MSPD. 25X1A 1. 11 Comment.
