1. Prior to 1 August 1953, the Chine~~,(~ommunist Government Administration Council
decided that, in order to coordinate industrial management in the economic
construction program, all municipal and hsien governments, under the direct
control of provincial offices, were to establish industry sections by
1 August 1953- These sections were to direct and ntrol state operated,
privately-operated, and joint state and privately~o~serated industries as
well as handicraft industries. Each section was to~':anclude the following
subordinate divisions: secretariat, personnel, finance, private enterprise,
and productive management.
2. With the establishment of the new industry sections, industry and commerce
sections, established prior to 1953 on the municipal and hsien levels, were to be
abolished. New commerce sections were to be established to direct and control
commercial activity.
3o Municipalities under direct control of major administrative areas had estab-
lished separate industry and commerce bureaus prior to issuance of the
Government Administration Council order.
