1. As of late June 1953 the headquarters of the North Hamgyong Province Cooperative
Guild Union was near Ch' ngjin at EB-675257, in a building facing west at the
foot of a mountain. At the rear of the building there was a tunnel which had
two entrances. This tunnel-contained the offices of the chief of the Union and
other staff members, and provided additional office space.
2. The acting chiefl of the Union was YI Hak-sin (2621/1331/0810)
and a Korean Labor Party member. YI was formerly
manager o the North H ang Province Industrial'Factor . The chief of the
Business Section was PAK 1-yong (2613/00W../7893)
Unidentified staff members included the chiefs of the Production,
25X1 n s ra on, Accounting, Planning, and Materials Sections. About 20 clerks
were employed.
3. The Union supervised all privately operated industrial organizations in North
Hamgy5ng Province, textile, and steel mills, carpentry' shops, and fisheries.
The members of the Union were the businessmen who operated the industries.
Staff members were chosen by their fellow Union members. The Union handled
requests from member firms to use operational funds, purchase raw materials.,
or sell various types of production.
1. Comment. The former chief of the Union was arrested for embezzling
public funds in the amount of 800,000 North Korean won.
