In Fukien the political committee of a special administrative area is a subordinate echelon of the Central Committee of the Chinese Communist Party. The political committee of the Lungch'i (N 24+-32, E 117-242) Special Administrative Area is an example. Senior members of the Party who are from the area serve this committee in addition to carrying out their government functions. Normally the administrative area commissioner acts as chairman, although occasionally a permanent secretary is appointed to this position by the next higher echelon. 2. Five departments are under the direction of the Lungch'i Political Committee. Each department has a chief, assistant chief, and three iDfive administrative assistants. The five departments are: Organization, Propaganda, Administrative, Secretarial,and Cultural and Educational. 3. Ultimate authority rests with the secretary of the committee and not with the commissioner. Each area committee administers a staff member training school. All executives within the Party machinery, or staff members who have elected to become executives within the Party machinery, are required to go through this school. All members of the special administrative area Party organization wear a circular badge with red characters on a silver background. 4+. The hsien political committee controls areas within the special administrative area. The organization of the hsien committee parallels that of the special administrative area, as follows: Organization and Personnel of Chinese DATE DISTR. Communist Party on Special Administrative Area and Hsien Levels, Fukien NO. OF PAGES the committee in addition to carrying out their regular government functions. The hsien magistrate generally acts as committee chairman; otherwise a secretary is appointed by the special administrative area committee. a. Subordinate sections are directed by the committee, and function for the same activities as those under the special administrative area. d. Authority rests with the hsien committee secretary. e. Although not maintaining a school, the hsien committee holds, from time to time, training classes for those Party members who have elected to become staff members of the hsien Party machinery. 5. In Fukien the ch'u (0575) political committee is a subordinate echelon of the hsien political committee. The organization of this committee is basically the same as that of the hsien and special administrative area committees. The hsiang (6763) political committee is the lowest echelon of Party organization. It administers Party matters for small areas, such as groups of streets or lanes within villages. The organization follows in line with that of superior Party echelons. 6. The following are some Chinese Communist Government and Party officials in Lungch'i Hsien and Special Administrative Area: a. The Changchou (N-24-32) E 117-42) Municipality Local Activities Committee of the central headquarters of the New Democratic Youth Corps (NDYC) is headed by a chief and an assistant. The organization of this committee, which is similar to other local NDYC committees, includes administration; organization; propaganda; inspection; and indoctrination and training sections. The last section has the responsibility of organizing local Youth Corps and Pioneer 25X1 Corps. CHANG Chih-hung (1728/3112/1347) s mayor of Changchou ~A 9. The Amoy Municipality branch office of the Anti-America and Aid-Korea Head quarters is directed by a committee made up of local, governmental and Party officials. A chairman is selected by the committee. Eight to twelve administrative assistants are employed. This office has been responsible for collecting contributions from the people for Chinese troops in Korea, welcoming returning Chinese troops, and distributing propaganda concerning Communist victories in Korea. 10. Lungyen (N 25-07, E 117-02) Hsien and Social Administrative Area: (1) LO P-eh'in ~5012/352l/~189y (2) CHANG Tina-cheng (3) LO Shun.ch'ing (5012/5293/0615) 12. The Lungch'i Hsien branch office of the Sino-Soviet Friendship Association has a chairman or secretary and three to eight administrative assistants. Membership is open to non-Communist Party members. Each member must pay dues of JMP 1,000 each month. This office is responsible for arrangements for the celebration of Chinese and Soviet festive occasions; distribution of Soviet propaganda; encouragement of people to study the Russian language; arrangements for the showing of Soviet films, and the presentation of Soviet scientific and cultural exhibits. 1. Lungch'i is an old name for Changchou.
