1. In mid-October 1953, Soviet officials in Harbin required all White Russians there
to complete a questionnaire giving name; age; address; family; birthplace;
date of arrival in Harbin; and plans for leaving or remaining in Harbin.
Persons who expressed a desire to leave Harbin were irrevocably dismissed
from their employment and denied other employment.. On approximately 25
October, Soviet officials in Harbin announced that the issuance of exit visas
to White Russians in Harbin had been discontinued-
20 In early November Soviet officials in Harbin were denying exit visas to White
Russians. Efroimski,1. a member of the visa section of the Soviet Citizens
Association in Harbin, denied exit visas to a group of about 10 White Russians.
Exit visas were also denied in early November to a White Russian possessing a
ntry permit and an elderly White Russian who had initial clearance
at Han Dao Redz i (sic )2, a railroad town near Harbin
Prior to early November, the Soviet Union transferred complete jurisdiction
over all the approximately 16,000 White Russians living in the Harbin area to
the Chinese Communists. The Soviet Union instructed the Chinese Communists
to consider the management of the White Russian community in Harbin as an
exercise in the practical application of Soviet control methods.
The Chinese Communists and Soviets were sealing off the White Russian community
in Harbin for probable use as a bargaining element in high level diplomatic
negotiations

as a local citizen of Harbin and manager of the Press Section
of the Soviet Citizens' Association.
