The Iron and Steel Federation
20 The official name of the Yugoslav Iron and Steel Federation at Belgrade is
"Zajednica Jugoslovenski Zeljezara Top leaders of the Communist Party
of Yugoslavia (CPY) are opposed to the independence of the Federation.
They insist upon placing the Federation under the control of the Yugoslav
Federal Chamber of Industry in Belgrade. One of the proponents of this
move is Milentije Popovic, Deputy Chairman of the Committee for Economy.
VuAmanovic-Tempo, however, is opposed to the move because of the import-
ance of the Federation to military industry. There is also a plan for
the centralization of the entire iron and steel industry and business
under the control of the Iron. and Steel Federation, so that the Federation
will be permitted to buy abroad directly raw materials, coal and coke needed
by the members of the Federation. The Federation is presently paying one
and one-half per cent commission and other costs to the Jugometal agency
in Belgrade for the purchase of coal and coke from abroad on behalf of
Federation members.

3o Some 30,000 persons are employed at the following Yugoslav iron and steel
plants:
a. The Iron and Steel Plant at Zenica, Bosnia;
b. The steel plant at Vares, Bosnia;
c. The steel plant at Sisak, Croatia;
d. The iron and steel plant at Jesenice, Slovenia;
e. The steel plant at Gustanj, Slovenia;
f. The steel foundry at Store, in Celje, Slovenia;
g. The steel plant in Smederevo, Serbia;
h. The iron and steel rolling mills at Zemun, Serbia; and
i. The steel plant at Ravna (sic).
4+., The Yugoslav authorities have the following plan for the iron and steel
industry:
a. The iron and steel plant at Zenica will undertake the production of
ordinary iron and steel products such as rails, construction equipment, etc.
b. The steel plants at Jesenice and Ravna will undertake the production
of better-quality steel products;
c. The steel plant at Sisak will produce steel piping; and
d. The steel plant at Vares will be liquidated as will the, steel rolling
mills in Zemun.
Yugoslav Waste Enterprise
5. The firm of "ODPAD", a waste materials enterprise in Croatia, is managed
by Dr. Molnar (fnu) of Zagreb. The manager of the Ljubljana branch of
"ODPAD" is Dr. Lukacek (fnu), while the assistant manager is Tavcar (fnu).

2. Comment: Presumably identical with Fedor Sla mer, metal-
lurgicaleng veer, as in charge
of all ferrous industrial planning for the Ministry of Heavy Industry
in Yugoslavia, and adviser to the Ministry of Heavy Industry. Slajmer
has been identified as a non-Communist.
