A meeting on Chinese Communist party, military, and political affairs in, Kwangtung was held from 1-4 August 1953 at Shameen, Canton. It was attended by representatives of the central government, including LI Wei.han, CHANG Tsung-hsun, and LIU Chien-kang (4.91/0256/0474), and by 536 Kwangtung hsien and city representatives. Presiding at the meeting were,T'AO Chu(7118/6999) HUANG Yung -sheng (7806/3057/0524), LI Tso-p'eng (2621/0155/7720), and FANG Chiang (2455/1730)? 2. Among 28 resolutions passed at this meeting were the following: a. Resolution Number 7 stipulated that, beginning in August 1953, one fourth of the employees in hsien, ch'u, and hsiang governmental organizations and one third of the employees of trading companies and related organizations would be dismissed from their jobs. b. Resolution Number 9 stipulated that beginning in August a 2 percent tax on provisions could be collected by hsien governments in order to maintain their own expenses and those of organizations under their jurisdictions, including banks and tax bureaus. However, under no circumstances would the hsien governments be allowed to retain other tax funds for their own use. c. Resolution Number 21 provided that, after September, a militia unit head- quarters would be set up in each hsien and city, and that companies and battalions of militia forces would be organized in each ch'u. d. Resolution Number 8 provided that all military control commissions and joint defense committees had to be dissolved; dossiers of the military control commissions had to be turned over to the Central Government; and prisoners had to be handed over to the courts and public security bureaus for final trial. Comment:o~ in May 1953, TAO Chu was fourth secretary of the South China Sub-Bureau. As of January 1953, 25X1 25X1 TAO was also a, member of the Central Comment.
