During
August very rigid control being maintained over the people
by security police. An air of secrecy was discernible everywhere and identity
cards and asses were alw s re uir travel or official business of achy
kind. all roads leading from the 23 August
Stm: um a a? were closed by a militia guard. strict
security checks were effected, in the grand stands as well as the outside where
only Rumaiians with special passes were permitted to circulate free7,y. These
passes were issued as invitational ones and were given out from a limited
number of public establishments.

2.. The visiting foreigners were required to turn in their assorts
in return for membership cards, which were simplified in
form an certified n the name of the carrier, =date of birth, passport
number,` lodging and canteen locations. The membership cards contained no
photograph but were considered adequate for arjy local travel, including train
travel.
