When Malenkov came into power,, it was commonly believed in Bulgaria that there would be an amnesty for many prisoners, especially political prisoners. On 1 May, however., only 160 prisoners were released. It is believed that there will be no general amnesty because of the widespread discontent among the people. Current rumor states that the formation of a new government is imminent and that the new rulers will quickly declare an amnesty to get the support of the masses.
