As of 18 July 1953 Canton was crowded with unemployed workers.' Unemployment .
certificates, which were limited in supply, were issued by the Chinese Communist
authorities. Only the holders of these certificates were eligible for unemploy-
ment relief. Each certificate entitled the bearer to receive a monthly payment
of imp 60,000. An additional payment of JMP 30,000 was provided for each de-
pendent up to a total of five dependents.
Comment.
the situation was serious in late May 1953, with the number of
unemployed in Canton increasing daily.
