At the beginning of June 1953, the VEB Energieprojektierung were informed that the original. 1953 plan would be scrapped as too ambitious, and a new one prepared which had more chance of being realized. 2c. The new plant, which was published on 1 August 19539 includes final dates for the completion of draft projects, approved projects and building construction, in regard to : (a) Planned new power-stations and changes in existing power stations; (b) Planned new grids, and changes to existing grids; . (c) Planned new gas works, and changes to existing gas works. 3. This plan, which is drawn up in a tabulated form, includes allthepwer plants, grid systems and'gas works, which are to be constructed or altered in East Germany. Not all. the draft projects will be accepted as approved p:ro jeots, neither will all the approved projects be carried into-effects On the other hand, in the case of urgent need, preliminary work is started on the baeia of the draft plan or project, without waiting for the final approved project. Buildings are very often begun pending final approval of the type of ma- chinery to be installed. Of course, the approved project cannot be delayed too long in these latter cases. Konin and Oswiecin in Poland are two oases where work is in'progress on the basis of a draft project, the approved, project not having yet been completed. Several of the planned power stations, for which the approved project had been completed, have been scrapped in the new plan, and several others axe not at prevent being taken beyond th'e'sta'ge of the draft project, e.g..
