The North Hamgycong Electric Office, which was uncLer the jurisdiction of the
North Korean Electric. Bureau, maintained branch offices in all the cities and
guns in the,province. The office was responsible for repairing all electrical
lines, all important electrical repair work, and for collecting fees which were
payable monthly whether or not the power had actually been supplied. Electricity
for Ch'ongjin came from the Puryong-gun hydroelectric generating plant at N 1+22-
02, E 129-13 (EB.-590517) which sent 5,000 kilowatts. Additional electric power
was obtained from Manchuria through the transformer station at Aoji (N 42x?31,
E 130-21+) (FC-1148078). To conserve electricity, private homes and businesses
were allotted no power. Electricity was distributed only to government
organization6 and to the residences of staff members and employees of governor
ment organizAtions. Electricity' cost 1+0 won for 30 watts a month and 75 won

for 100 watts.. Power to operate a one-horsepower motor cost 400 won a month.
4+. A motor repair factory under the jurisdiction of the elctric office was in
Ch'angp'yong-ni, Ch'ongjin, at EB-6+3299 in a wooden building 20 meters long,
7 meters wide and 3 meters high which had a tin roof. The southern part of
the building was used as an office and the.horthern end as the factory which
was equipped with lathes, welding machines, and other tools for motor repair.

clerks were employed in the office and 20 laborers in the factory. The head
