mambc,;;rs of -these youth grouup in a. parade. Abo-x; 6,000 of these came

in the an my parade of 1 August 1953. Communist women's organizations in Amoy,
have about 3,000 members and -those in Si~ratow have about 5, 000 members. Women
merribe s under the age of 30 must participate in military training,,
Education and Government
3. The Chinese Co:mmuiaists have done much to promote primary education in the Swatow-
Amoy area. Reading classes are held in the most remote areas. The number of middle
schools has been decreased. however, since many of the schools have been merged.
Students who go north, for college education generally are assigned to other areas
after graduation. Only non-Cbmmunists with poor records at college are allowed to
return. A nueber of professors at Amoy University and at the South China College in
Swatow have been transferred to colleges in the north.
4. All judicial adrrxinnstrative, and public security organizations in the Amoy-Swatow
area are prepared to move their offices to the hinterland if a.mass evacuation of
the coast is necessary.

5. There are no large factories in theAmoy.9watow area. Swatow factories such as the
Kwangtung Steel Factory, the Chiehyang Sugar Refinery, and the Chiehho Iron and
Steel Works have large plants, but most of their machinery has been moved to the
north. Equipment in the power plants in the Amoy-Swatow area has been maintained in
good condition, but no new equipment has been installed. The power supply for
industrial and public use in the Amoy-Swatow area is inadequate.

1. Comment. These figures were arrived at on the basis of attendance at
m i.c alParty conferences in 1949, 19500 and 1953, when one delegate represented
50 Party members.
