at the close of the Four-Power o erence. The people appear to have accepted
as a fact, the idea that the Conference has failed to achieve any results in
connection with the German issue; and while almost universally blaming the
Russians for the fail re, they seem to be consoling themselves with the thought
that nothing else could have. been expected.
2_. The overt troop movements and preparations against a possible uprising are
believed to have had their intended psychological. effect, in convincing the
public that the authorities are prepared for such a rising and will be able
to suppress it in its initial stage.
