1. The Hungarian Peoplest Republic State Standards Office (Magyar N&POW r-
sasig Orszsgos Szabv& gyi Hivatal or MNOSz) has its central offices at
Ulitli ut 22 Budapest.lX. The head of the Office is Pail Takdcs, a qualified'
engineer. The deputy head is Gyula Manek, a promoted worker.
2.: The Standards Office is directly subordinate to the Hungarian Government,
and is financed and supervised by the president of the State Planning Office.
Howeveri.in certain matters (see below) it receives directives direct from
the Soviet Standards Office in Moscow.
The office has the same number of main departments as there are ministries.
These main departments are in turn subdivided into the same number of sections
as there are main departments in each ministry. The staff of the central
office numbers 200-220 employees, most of whom are experienced technicians.
In every ministry there is a chief standards officer. The Standards Office
also has its own representation in each directorate in each ministry. Thus
in the ministry for Metallurgical and Machine Industries this representation
is found in the standards section subordinate to the Main Technical Section.
Furthermore, there are representatives of the Standards Office in every
important Hungarian industrial undertaking.
The War IndustE
a. Within the Standards Office there is a special Department for the War
Industry. Parallel to this department is the,Technical War Department
of the Defense Ministry, headed by Lt.-Col. SARDI (fnu). These two
departments together deal with all military standardization.

b. Ip the entire war industry, from the smallest button on a uniform to the
largest weapon, the standards are laid down by the Soviets and must be strictly
adhered to. This applies not only to the war industry proper but also to
all articles of potential military interest in the event of war.
c. The Soviet standards are communicated direct to the Standards Office by
the Soviet Standards Office in Moscow. As similar standards offices,
organized on the same lines and taking their directives from Moscow,
exist in the other Satellites, there is complete standardization of the
war and potential war industries throughout the Soviet Bloc under Soviet
direction.
d. hen a Hungarian industry decides to manufacture a new article it must
first submit the blueprints to the Standards Office where, if it falls
within the category of war or potential war industry, the blueprints
are examined by a special committee of experts, consisting of one member
of the Standards Office and a number of outside experts, with a view to
ensuring that it complies with the directives laid down by the USSR.
e. The decisions of the Standards Office have the authority of law. Only
the competent minister can overrule them. There is a special control
department in the office the function of which is to check that its
decisions are carried out and that articles are manufactured in exact
accordance with the standards laid down.
f.. In practice considerable confusion is caused by the translation of
Soviet directives. These frequently contain errors,. particularly in
highly technically matters. However, once issued, they cannot be
altered, with the result that technically faulty articles are constantly
being produced.
6. Non-War Industry
Except for the war industry the Soviets do not interfere in Hungarian
standards except in connection with goods being manufactured for export
to the USSR. However, in practice the Standards Office lays down standards
complying as nearly as possible with Soviet standards for equivalent articles.
