1. As of January 1954s Soviet merchant crews, officers and men, are not being
trained for wartime duties aboard ship.
2'. However, plans exist for such training in case of 'a:future emergency,
according to the Secret Circular (sic) which is distributed by the State
Shipping Administration (sic) to the captains of Soviet merchant vessels.
