SECRET/CONTROL-U.S,OFFICIALS ONLY le At the beginning of February 1954, a strike took place among the office workers employed at the Gdynia Repair Shipyard (Gdynska Stocznia Remontowa). The strike took the form of a refusal to work overtime, in an attempt to obtain the payment of the overtime premium due to the men for January 1954. 2. The matter was referred to the Ministry of Shipping, which issued instructions that the premium should not be paid, but at the same time prohibited compulsory overtime employment of clerical workers in the future. 25X1 Comment: In light of recent reports there appears to be widespread 25X1 discontentment among the workers of the Gdynia Repair Shipyard. The revised rates of pay were put into force on 1 August 1953 and were openly criticized by the workers since, simultaneously, higher production norms were imposed. The workers boycotted a mass meeting and refused to obey orders to work three hours extra per day; relations between workers. 25X1 and leaders were very strained and the workers openly boycotted many regulations. The Ministry 25X1 of Shipping reportedly ordered the premiums to be paid and the shipyard complied.
