A conference of experts assembled at the Rade Koncar machinery works in Zagreb during the afternoon of 10 January 1951 to discuss (a) temporary reorganization of the factory to avoid serious loss of output caused by the power cuts which were being felt almost daily due to the intense cold, and (b) damage to certain machinery by workers at the factory. 2. The workers at the factory had expressed their extreme disappointment at not being granted their bonus of an extra month's pay for the year 1953. This was denied at a last minute decision on the part of the factory admin- istration. This extra month's pay had been previously granted by a vote of the workers' syndicate (council). When it was not paid, the workers threat- ened to slow down production by passive resistance, slowing down their work and failing to carry out essential maintenance of the machines. Damage to the machinery during the past month had been caused by lack of maintenance and the administration of the factory had called a conference to discuss ways and means of protecting machinery against negligence and detecting the culprits. Commen: The Rade Koncar plant is probably the largest producer of heavy electrical equipment in Yugoslavia.
