1. Disagreements in the Central Committee? CC, of the Federation of Communists
of Yugoslavia, FCY, are very strong. The issues are clearly drawn and sur-
prises are expected. )
2. There are four principal actors in this struggle for power: Tito, who has
army support; Edvard Kardelj, who has the support of the CC of the FCY;
Aleksandar Rankovic, who controls the police but favors the status quo be-
cause he controls the balance of power; and Moss Pijade, who is out of the
running because of his age.
8ardelj has enormous influence in the CO and is anticipating the assumption
of power.

4. Rankovic is next in line for purging since he controls the police and did
not commit himself during the Djilas dispute le
5. Milovan Djilae, recently purged member of the Executive Committee of the
SCY0 has a large following. The CC of the FCY is conducting a large-scale
propaganda campaign against him and his influence. Special secretaries,
considered UDB agents, have been placed in each work unit and enterprise to
harangue against the Djilas heresy.
6. A high degree of ethnic antagonism, Serb versus Croat, at cetera, exists
among the communist as well as the non-communist segment of the Yugoslav popu>
lation.

Federal units of the UDB and the Serbian and :Belgrade divisions of the
UDB.
