1. The MVD exerl.ises no real control over the Soviet Army although it does
exercise indirect control through Military Counterintelligence (3rd
Directorate of the MVD);
2, Relations between Army and MVD personnel have always been bad. The former
contend that the latter know nothing about military matters. Army officers,
however, have always had a general fear of the MVD, for a regimental counter-
intell, i.ger1 e officer is able to call the regimental commander at any time
and ask him to report immediately: The same is true at the division level.
There are ;usually one or two counterintelligence officers to a regiment.
3. At the end of 1953, even some officials of the MVD had begun to realize that
the MVD was losing .More and more prestige each day and that the Army had
become more powerful than the MVD.
