am The Hoa Hao party seems determined to abandon the MUP in order to support
Bao Dai and to become integrated in the Vietnamese National Army.
b. Pope Pham Cong Tac, head of the Cao Dai sect, has issued a declaration
giving unconditional support to Bao Dal and accepting the integration of
the Cao Dai units in the National Army, However, General Nguyen Thanh Phuong,
head of the Cao Dai army, violently opposes the Pope Is decision and has
issued a declaration addressed to the Cao Dai units stating his position,
c, Nguyen Tori Hoan, South Dai Viet leader, Ngo Dinh Nhu, Catholic leader, and
Le Toan, who are the regional liaison delegates of MUP, have adopted a motic
demanding true democracy for Vietnam without making clear their position with
regard to Bao Dai m
2? The MUP, deprived of the support of the Hoa Hao and Cao Dai,is now dependent on
Hoan, Nhu and Toan who are practically reduced to acting as individuals.
3, The northern leaders of the MUP have reproached the southern leaders for having
adopted an imperious and irresponsible attitude. The northerners wish'to organize
another movement called the Movement of Union for Liberty (Phong Trao Tu Do Thuong
Nhat) but it is doubtful that this organization will flourishl

ize the Movement of Union for Liberty and that Chu is now attempting to organize
the League for the Liberation of Vietnam (Doan Giai Phong Vietnam.
