The fortification system around Constanta, Rumania, consists of two parts: 25X1
the fort system around the Siut Ghiol bay in the north, and the line of
fortifications south of the city which includes the harbor with the shipyard
and the drydock.
2. The fortifications along the Siut C Liol bay serve to defend the coast from
the sea rather than from the mainland. The gun turrets of the various forts
are able to turn in a'360 degree radius. Some of the guns are ship's guns
of the 0buchov type 305 mm caliber and Skoda guns, caliber 222 mm. An addi-
tional four groups of forts extend from the bay to the northern edge of'the
city. They are occupied by units of a Rumanian heavy coastal artillery
regiment.
3. The southern area of fortifications serves to protect the harbor proper,
cations. They also have bunkers and gun turrets and are linked together by
antiaircraft positions employing 85 mm and 122'mm AA guns, and heavy artillery
emplacements. Still further south the defenses consists of earth fortifications.
Two heavy coastal artillery regiments are presently stationed in Constants
and are subordinate to the defense command, as are four battalions which,
however, are not yet at full strength*
including the navy arsenal of the Steaua Rosie shipyard and the drydocks.
The docking facilities are being enlarged and the new drydocks will be able
to accommodate the largest navy ships. Since Rumania has neither battleships
nor cruisers, it follows that these docks are being built on Soviet orders
for the use of Russian warships.

6. Subordinate to the Navy are marine troops., the navy arsenal and all special
units belonging thereto. In Constanta, the Navy has command over two marine
infantry regiments, each composed of two battalions. Additional units are
directly subordinate to the regimental headquarters, such as a 76.2 mm field
gun battery, a 76.2 mm anti-tank battery, a 127 mm antiaircraft company, an
engineer platoon, sigial platoon, and a medical platoon. The Navy Command
at Constanta also has available a marine artillery regiment armed with 122
mm field howitzers.
