1, The Bast German Electrical Engineering Trade Bureau (DIA-Elektrotechnik) hopes
to increase the 1954 exports of radio sets and electrical equipment by 300
percent. In January 1954, negotiations were under way with the USSR,
Czechoslovakia, Rumania, Albania, and Poland. The Netherlands had requested
information on delivery conditions for 3,000 battery radio receivers. Indonesia,
India, and Turkey were also greatly interested in such receivers. Negotiations
with Egypt are said to be nearing completion. The Egyptian trade delegation has
told DIA officials that deliveries by East Germany would be paid for in kind.1
Trade between the two countries could be greatly expanded in 1954 on such a
barter basis. The Egyptian representatives also stated that their country
considered the West German reparations deliveries to Israel as an unfriendly
act toward all Arab states, and that these reparation deliveries would have an
unfavorable effect on trade between West Germany and Egypt.
2. DIA Elektrotechnik officials were aware of the fact that East German plants
were not yet in a position to compete successfully with West German radio
engineering and electric enterprises. They were, therefore, forced to sell
most of their products below cost with a view to obtaining foreign exchange
'and raw materials. Moreover, East German radio sets are priced about three
times higher than similar equipment on the world market. Officials at D1A
believed that East Germany would not be in a position to compete successfully
in the world market before 1955.
3. On 4 December 1953, a conference was held at the Ministerium fuer Maschinen-
bau concerning the delivery of marine radio installations for ships scheduled
to be exported to the USSR in 1954. The conference was presided over by

Werner (fnu), chief of the Sales Department of the Main Administration for
Radio Engineering Plants, and was attended by representatives of the radio
engineering plants at Koelleda, Koepenick, Zittau, and Dabendorf; the
Fernmeldeanlagenbau at Rostock; HV Schiffabau; the firm of Junghanns &
Kolloache, Leipzig; VEB Gaselan, Berlin; besides representatives of the Main
Administration for Radio Engineering Plants. At this conference, Werner also
stated that a total of 255 ships scheduled to be exported to the USSR in 1954
were to be equipped with radio installations.2
