Effective 1 May 1954 the following regulations will apply to Bulgarian diplomatic and consular representatives, according to an unidentified Bulgarian government circular: Annual Leaves a. Technical workers,l including electricians, attached to consulate and diplomatic installations abroad will take their annual leave in the country where they work, be All other employees2 assigned abroad will spend their annual leave in Bulgaria,3 Travel Exnene a. The government will pay travel expenses by train, air or ship from the foreign post as well as to the foreign post.4 Salaries for Personnel Poste Abroad: a. Employees assigned to foreign posts abroad will receive a salary which is based upon what is called the "currency-exchange." b. When an employee returns alone to Bulgaria on leave, without being accompanied by any member of his family, 60% of hie "currency-exchange" salary will be paid to his family who are remaining at the foreign post. Forty per cent of this salary will be paid to the family remaining behind if the employee takes one member of his family on leave with him in Bulgaria and leaves the remaining members of the family at the foreign post. If the entire family accompanies the employee to Bulgaria on leave, 30% of the "currency-e~change" salary will be withheld from the employees salary while on leave. Personnel posted abroad, who are on TDY in Bulgaria, may receive, at one time and in advance, their foreign post "currency-exchange" salary covering three consecutive pay periods. Thereafter, until they return to their posts, the salary which they receive will be paid in amounts as indicated in paragraph three of the Pay Circular. d. The salaries of employees posted abroad, including employees hired locally, will be paid at the prescribed times. In case sufficient funds do not arrive in time from Bglgaria, payment will be made from the revolving fund of the foreign post. e. When an employee first arrives at his foreign post he may draw in advance one pay period "currency-exchange" salary. This amount will, thereafter, be deducted from the employees annual salary in equal monthly installments. Allotments of Emergency Funds to Foreign Posts: a. For emergency needs, the government authorizes to all foreign posts, special quarterly allotments, which are to be expended at the discretion of the 8hief of the foreign post. Requests from chiefs of foreign posts for these emergency allotments should not be included in the quarterly budget estimates of each foreign post. Government Quarters at Foreign Posts: a. Persons in charge of legations, consulate generals and consulates abroad, and all staff employees assigned therein, must occupy the government quarters available at each post. C s. 1. This presumably refers to chauffeurs, janitors, guards, etc., but only electricians are mentioned. 2. This apparently refers to all regular staff personnel. 3. some regular staff personnel have in the recent , pas to accumulated annual leave for two years and taken the accumulated leave at one time in Bulgaria. 4. 5? Bulgarian Government formerly paid travel expenses of their diplomatic and consular personnel only to the foreign post. The latter statement would seem to indicate that the salary of the Bulgarian Government employee abroad is, according to the cost-of-living in that country, increased, under a "currency-exchange" arrangement, to include some type of quarters and allowances for the individual. 7.I Ithese requests have been included in the quarterl budget estimates of some foreign posts.
