25X1 1, Because of low pay, absenteeism at the Repair Shipyard in Gdynia is steadily
increasing. There is also a marked drift to better paid, temporary work.
The manager of the shipyard, a Russian named Kvietnikov, who now uses the
Polish form of the surname, Ki iatkowski, imposes heavy fines on absentees and
often sends the cases to court on the charge of economic sabotage. He is there-
fore hated by the men and it is frequently said that no one will be surprised
if one day his body is fished out of the sea.
2. The heads of sections and work brigades take no interest in any of the pledges
to exceed production targets because they draw no material profit from these
and only have more trouble to contend with. When meetings are held to discuss
production, the foremen always tend to discourage the workers from undertaking
any obligations, and tell them that in any case they, the workers, would find
it impossible to exceed the production targets due to the persistent shortage
of basic materials.
3. Workers who fail to achieve the excess production targets are looked upon
with greater disfavor than those who fail to fulfill their usual norm of"work,
because the former involve the shipyard in investigations by Party controllers
in search of the culprits. Failure to complete the usual production norms of
work can always be attributed to the lack of skilled labor or late deliveries
of materials. When investigating cases of non-fulfillment of excess pro-
duction targets, however, Party controllers are always looking for acts of
sabotage and usually do ultimately find the "sacrificial goat",
