THIS IS UNEVALUATED INFORMATION 25X1 1, Since 1946 the former` Augast Koebig & Co. plant in Radebeul, nationalized Ps "VEB hadebeu-ler Maschinenfabrik in January 1953, has made deliveries of specialized paper-manufacturing and processing equipment, including Metal foil stamping, cutting and printing machines, viscose sheeting machines, and machinery for the synthetic textile industry. These machines have been Ielivered to Tekhnopromimport, Moscow, which is represented in Berli4 by a branch office on Unter den Linden. .J/ Until sometime in 1953 the office was .orated on Brunnenstrasse, but it has since been moved to tinter den Lin4len. 2. The orders placed by the Tekhnopromimport representatives were received by th-c plant via the De-tsche W1ar avertriebsgesellschaft (DWV), an office affiliated with the P2utschEr Inran-und Aussenhandel (DIA) , which handled polygraphic maoni to orders. The Russians from Tekhropromimport made their needs krowal to :IVY whi ., in tarn%submitted the requirement to the manufactu-r ing plant. The manufacturing plant in turn prepared an estimate of costs, )roductio a time. required, and estimated availability of the finished goods .or shipment, which it turned over to the DWV. DWV in turn passes this information on to ;.e Tekhnopromimport representatives. If and when the plant bid is approved by the Tekhnopromimport people and a firm order is placed, the order in turn is given to DWV, which transmits it to the manufacturing plant for initiation of actual production. No direct negotiations are con- ducted between the plant and the purchaser, who is ostensibly the Tekhro- promimport Corporation, until such time as technical problems arise which require discussion between the individual Russian and German technicians a_ndj or questions of specification requirements with regard to final acceptance of the machines. All commercial aspects are handled through the DWVO 34 Source could recollent the names of only two representatives of Tekhnoprom- irnpcrt who visited the Koebig plant, one T?oshin (fnu), whose main interest as in machines for tht refining of metal foils (Metailfolie Veredlungs- nascr nen), and one 1 Mv1ov (fnu), who wt-1-:7 principally interested in cutting and printing machines and cellophane manufacturing equipment (Kunststoff/Perfol/Anle ,en) . A lame number of-these machines have beendelivered to'both.-the Soviet Union and to satellite areas since the end of the war, the bulk. of such shipments having been made against reparations orders until the end of 1953. One metal foil installation Cost (including all equipment for total plant installation) 350,0.00O0 DYE For 1954 a-total production amounting to an estimated 205 million D1:E has been planned. Of this total, 1.3 to 1.4 million DME worth of machinery is destined for export shipment to the Soviet Unions 500,000 DYE worth, of equipment is scheduled for shipment to Poland, and approximately 150,000 DP is.destined for Czechoslovakia. The remaining productive capacity is planned to cover domestic Last German reruiroments. No exports to `.:est Germany are planned for 1954. The following items for delivery in 1954 are on order for the Soviet Union: a: 25 roll-cutting machines for metal foil - (Rollenschneidoma.schinen fuer L etallefolie) cost each 10,000 D2?E b. about 24 aniline printing machines -- (LGnilindruckmaschinen) cost each 30,000 DID; c. 2 photopaper installations (photo- papieranlagen) cost each :35,000 DJlE 6 Satellite states have orders placed for the following: 'oland - one complete series of machines for production of Stiroflex foil - cost 500,000 DI:TE Czechoslovakia - One machine for making engraved foil (Praegefolie-herstellungsmaschine) - cost 50,000 DME One installation for lacquering cellulose foil (unlace fuer lackierung von Zellstoff- folie) - cost 170,000 DAME 7. V,hereas the Te?:hnoprom?mport orders-for shipment of machinery to the Soviet Union are handled via the D?;:V, the Polish orders come to the plant via the DID`: organization. The Czechoslovak order was obtained by direct ner,v-tiation in Czechoslovakia between a representative of the supplier pia,'rt'and Czecho- slovak customer plants producing industrial papers and synthetic fibers.
