The total number of employees, both in Berlin and the DDR generally, is to be raduced and the work is to be decentralized, so that each Bezirk is responsible for itself. Export personnel will be allocated to work on the job by the Besirk headquarters. In consequence, planning; offices in the Berlin area will be informed only about construction in the area itself. 2. Stable ' Construction: Stables are being built at the following locations: Behrungen Riche Hermannsfeld Ummerstadt 4. Purpose of Construction: It cannot be stated at this stage whether the military objects listed above are to be constructed for the Soviets or for the EVP; 5. KVP Construction: a. Reconstruction of the Oranienburg castle was stopped on 17 June 1953, but is now being pressed again. The castle is to be used by the KYP. b. A club house for the XVP is being built at Pasewalk at a cost of 1,238,000 mss tmarks . 6. ?olice Construction: Object 101 is the planned number of an unknown construction project for the police, costing 1,500,000 eastmarks. 7. ,L rge-Scale Refrigeration Plant Program: a. A large scale refrigeration plant building program is in progress. Government decision has scheduled the and of this program for 30 June 1054. It is believed that a further program will then start. The cones trolling construction supervisor for the program is a man called Sturm. Ithe refrigeration plant could also serve another purpose but that in general it would be too flimsy to be used for munition storage. The refrigeration plant is supposed to be used for the preservation of food in certain cases. b.
