It was the intention of the SED to .proc.-aim a national movement for the re- unification of Germany. On 19 May, in.the conference room of the new town hall in East Berlin, Hermann Axen, deputy secretary of the SED Berlin district headquarters - formerly head of the Agitation Section in the SED Berlin district delivered a speech before the SED..Organizatjon and top functionaries of the municipal administration, to say that it was' the intention of the SED to proclaim a national movement for the reunification of Germany and to fight against a revival of militarism in Western Germany. His .major der,iinds were: a.. a plebiscite against the EDC b . _ a peace treaty c. a prohibition of weapons of mass destruction. With regard to the forthcoming elections in West Berlin, he stated that it was planned to subordinate tie West Berlin SED offices to an independent West Berlin SED district headquartersDd to cooperate with the West Berlin committees for un- employed people, with iSocialist youth organizations, and with the older, class- conscious members of the SPD in the campaign against the Adenauer government in West Berlin. In this connection he mentioned a joint action of the SED and SPD in Zehlendorf, which, on 17 May, had successfully prevented the DP 25X1 from holding a meeting which was to take place at an inn called "Zum Reichsadler". According to him it was also planned to start a joint action with the DGB so as to obtain a 15% rise in wages for the West Berlin workers. He said that under certain circumstances the SEA was prepared to dissolve its 6 FDGB offices in West Berlin and to edvtse,yi,: its members to join the Dc.
