1. The normal period of service for regular officers in the Soviet Air Force is
20 years, though many prefer to remain longer since rehabilitation for retired
officers is extremely difficult.
2. Promotion for officers is quicker than in the other armed services. Also an Air
Force officer's pay automatically increases with len~tn of service, even t o
he remains in the same position at the same rank for a number of years.
3. Membership in the Communist Party theoretically does not increase an officer's
chance of advancement but in practice it does; tii.ere is amore benevolent attitude
towards a Party officer by political authorities. As a rule, the higher the
rank the greater the incidence of Party membership. A non-Party general is a
rarity. Seniority invariably involves an invitation to join the Party and
acceptance is virtually obligatory.
