1. In view of the constant complaints from shipping firms that the repair
shipyards do not meet the fixed date of completing the work, a new ruling
on the payment of premiums was introduced on 1 June 1954 in order to
force the shipyard employees to fulfill their tasks in the specified 25X1
time.
2. Previously, the premium consisted of an allowance given on the basic wage.
iow, when planning the time to be taken for an overhaul, a number, of extra
hours of overtime are added. Subsequently:
a, If the planned work has been executed in the prescribed working hours
plus the fixed overtime; the employees are paid a premium for com-
pletion of work in the scheduled time in addition to payment for
overtime,
h. If the time prescribed has been exceeded, the employees are paid
only for overtime and do not receive premiums for completion of
work:
3. The shin yard employees are dissatisfied with this arrangement and boycott
overtime work. For example, an important overhaul of a foreign ship
was to be carried out in the Gdansk Repair Shipyard, To complete this
work, which would give the Government currency, more than 120 workers
were called on for overtime work on Sunday, 6 June 1954, but only three
of them reported.
