the west side of the bay, two men were observed; they just stood and 25X1
looked at the vessel without making any sign or attempt to stop it. The
vessel was then approximately 50 meters off shore. (For a sketch of this

3. The radio masts were approximately 15 meters high with backstay fastenings
in the center. The houses were the usual low houses. They were located 25X1
a short distance from each other.
4. No vessels were observed along the shore, nor were there any other signs
of life, from the first sighting of land to the time when the radio masts were were seen. The coast was similar to that in East Finland, with steep cliffs
and sandy shores.
