LI Hsin-ch'ing (2621/1800/3237), director of the Propaganda
Department of the South China Sub-Bureau, called a meeting in Canton of per-
sons responsible for local and overseas propaganda for the Chinese Communists.
At the meeting ~e presented the following outline of the government?s future
propaganda line as determined by the central authorities (sic):
a. The Chinese must block the formation of any Asian and Southeast Asian
military alliance sponsored by the United States,. or war may break out
on the China mainland this winter. The significance of such an alliance
is exceedingly grave. Its success will mark a Communist failure. The
alliance must be smashed by the propaganda effort, or the Chinese Com-
b. The Communists must step up their anti-United States propaganda.
e. The Communists must bend every. effort to convince the British to divest
themselves of control by the United States.
