In 1914.7 the Scientific Research Institute of Epidemiology and Hygiene (NIIEG)' of the Soviet Army was usually referred'to-as the "Kuybyshev Institute". It was common knowledge among Soviet scientists that the institute was located in Kuybyshev.1 Although source never saw the institute. he recalled having seen its name and location in journals several times. At a meeting of the Academ of Sciences in 1947, Col. Nikolay Nikola evi h Ginsbur was still works at NIIEG in K b shev. Biological Warfare 2. Ginsburg and his associates intimated that their work had an application other than the production of anthrax and tularema vaccines. In source's opinion the organizations administration, and purpose of the Soviet BY program might be as follows:3 a. The First Chief Directorate of the:Council of Ministers would head the over-all program and would operate through each "Secret Section" of the Health, Agriculture, and Desnse ministries. b. The First Chief Directorate would have a small staff of full-time research administrators and planners with a large group of consultants from various ministries and institutes. c. Existing microbiological institutes would be used for segments of BY development. d. No large-scale BY development project would be in progress in the USSR . e. BY would be used as a means of sabotage rather than as a large-scale strategic operation.
