1. All state publishing institutions with the exception of Izdatelstvo Partiye.,
a publishing house of purely Party character, are controlled by the central
Poligra.fichesko Obedinerare institute, which is located at 10 Lego Street in
Sofia and is directly controlled by the Council of Ministers. The Komitet Za
Nauka Izkustvo I Kultura, which is located in a 4-story building at 11 Rusks
Boulevard and is also directly controlled by the Council of Ministers, issues
permits to authors, scientists, and composers for the publication of their
works. After such a permit has been issued, the Poligrafichesko Obedinenye
grants the author, scientist or composer permission to deliver his work to
the printing press, after he has signed a contract with a publishing
institution.
2. The largest publishing institutions in Sofia are the following:
a. Izdatelstvo Partiya for publications, including fiction, of an outspoken
Party character;
be Narodna Prosveta for textbooks for elementary and secondary schools and
for youth literature;
c. Pisatelski Suyuz, the publishing house of the Bulgarian Writers'
Association; and
d. D`arzhavno Izdatelstvo Izkustvo I Nauka for textbooks for academical
use, technical and scientific works, belles-lettres, and music.
3. Darzhavno Izdatelstvo Izkustvo I Nauka, located in a 4-story building at
6 Lege Street, has a staff of nearly 500 employees, 300 of whom work in the
institute proper, and 200 work in two affiliated printing presses. The most
important departments of this institute are administration, cadres, planning,
distribution (Otdel Placement), textbooks, technical literature, other
scientific works (e.g. medicine), belles-lettres, supply, editing, and proof-
correction. The management consists of the director, the deputy director,
the editor-in chief (Redaktor), the chief corrector, and the cadre manager.

The first three officials are appointed by Poligrafichesko Obedinenye; the
cadre manager is appointed by the Party authorities; and the other employees
are hired by the manager of the cadre department in cooperation with the
director.

Of the two printing presses affiliated with DDrzhavno Izdatelstvo Izkustvo
I Nauka, one is engaged in the printing of books and the other of music.
The former is located at 1 Angel Kthchev Street in a 2-storNr building to
which three more stories were added.-ii 1953. This establishment is now
regarded as one of the largest in Sofia, though its installations are old.
The machinery is installed on the first, second and third floors, and the
administration is located on the fourth and fifth floors. The staff numbers
about 150 persons. Most of the hooks published by the institute are translations
of Soviet books, only a negligible part of the production being dedicated to
the works of Bulgarians. The music printing press is located at 9 Lenin Ploshtad
in a 14-story building which also houses the offices of the head of the
Bulgarian Church (Sveti Synod). The machinery of this printing press is
antiquated.
5. The institute is allotted its paper quarterly by the Poligrafichesko Obedinenye,
which allots materials to all publishing institutes including the Izdatestvo
Partiya. There is a central depot for paper, printer's ink, paints and spare
parts in an old 2-story building with a small yard at.61 Tsar Samuil Street.
There are three kinds of paper, an`inferior local product for books, a high
grade Czechoslovak paper, and a Soviet paper similar to newsprint. Printer'25X1
ink and paints for books are products of Kast-Echinger, a former German
factory which was seized by the Soviets as enemy property. It is located in
the Hazhi Dimity quarter of Sofia and employs approximately 30 persons. The
staff is Bulgarian, with the exception of the manager who was specially sent
for this position from the USSR. The factory works with its original German
methods, and its products are considered of the highest quality.
