All goods were available at co-operatives at slightly cheaper prices. Food and oil were subject to ration. The power of the Farmers' Union had been gradually reduced. At meetings the 25X1 talks were about the increase of production and how to use machines for future planting and harvest. The necessity of working hard was stressed, as were labor and production boosts. Villagers were no longer compelled to attend 25X1 meetings. 4. Law and order was not entirely under control, but no guerrilla activity had been reported. Sometime in February a robbery occurred in Nanlang west village. The home of A 0 (7093/1230), a group-head of the Women's Union whose hus- band was working in a co-operative, was visited one evening by two men who ordered her to fill the gunny bag they brought with rice. If they had been bandits, they would have taken away clothing and robbed other people's homes. Some nights the noise of gunfire was heard from some place outside the market. During one day of the Chinese New Year, a number of Chinese Communist comrades, militiamen, and armed Security Forces rushed out of the market toward some hills. SECRET - U. S. S. OFFICIALS ONLY The whole market was disturbed upon learning that those forces were chasing after bandits. 5. Subscription of construction bonds was not compulsory. For an ordinary family a minimum amount of JMP 2,500 was voluntarily taken up. 6. The farmers have no feeling of sympathy toward the People's government.
