Auxiliary Technical Battalion (PTP) consists of five companies of about 100 men each and a battalion HQ sta . 2. Disposition: a. HQ, an unidentified company, and part of the 3rd company are in Kosice (N 48-42, E 21-15). The companies are working on the reconstruction of the military camp which is east of the Hornad River. b. The 4th and 5th companies are working at Presov (N 49-00, E 21-15) on the construction of a new airforce officers' school, officers' quarters, and barracks for paratroopers. c. An unidentified company is at Poprad (N 49-03, E 20-18) working at'the airfield and at the military sanatorium in Tatranska Polianka. d. A part of the 3rd company is working at Mokrad Airfield near Liptovsky Hradok (N 49-02, E 19-44). 3. Personnel: Lt. DUGAS (fnit), the battalion commander. Capt. SEDLAK (fnu), battalion finance officer. 2nd Lt. DANK (fnu), commanding 4th company. 4. Other PTP units include the following: PTP Komarno, composed mostly of clergy working on farms; PTP Libava, working in the area of Ostrava and in Slovakia; PTP Ostrava, working in the Ostrava mines; PTP Bilina, composed mostly of Slovakiazclergy. There is also a training center for PTP instructors in the former Lobkovioz castle. 5. Call-ups for service-with PTP take place three or four times a year. The actual call-up is ordered by regional military commands upon the advice of local national committees through district military commands. The local national committees have so-called action groups composed of the security officer, the chairman of the local national committee, and the chairman of the local Communist Party organization. These action groups pick out individuals frofn their communities who are branded as disruptive elements. These individuals are usually persons known to be against the regime but who did not commit any specific offense for which they could be prosecuted by law. They are mostly former shopowners, kulaks, and clergy, who are con- sidered to enjoy come respect in their neighborhood even if deprived of their former property or position. The list of these people is sent on to the district military command, which in turn passes the list to the regional military commandq. So*e'persona, such as students of theology, are put into PTP directly by the StB. 6. Release from the PTP can be accomplished: a. On medical grounds. I b. On recommendation of military authorities, if the person in question shows a positive Political attitude and achieves better than average work output during his service with the PTP. The release in this case is dependent on final consent by the local national committee. Cases are quite common where the military authorities proposed a transfer of a PTP member into civilian life and the local national committee decided that the man must remain in service isolated from the community. 25X1 25X1 25X1 Approved For Release 2007/06/14: CIA-RDP80-0081 OA005300720008-9
