paper has to express the Soviet point of view rather than the attitude of
the East German Government. The paper is not to participate closely in
purely internal East German problems. It must also abstain from taking
part in "German self-criticism".
2. No meaningful interpretation of this new, policy line could be provided,
but it was believed that the actual meaning of this directive would emerge
more clearly in the editorial policies of the All-German and East German
sections of the paper in the next few weeks.

The announcement was not connected, at least in the view of the German staff
of the paper, with any preparatory steps toward the abolishment of the paper.
It was received with apathy and has caused very little speculation among the
German staff.
No transfers, moves, or changes in the Soviet personnel of the paper, which
might shed some light on the meaning of the new editorial policy, had been
observed. The only new face on the Soviet staff was a younger man (nu),
who had been assigned to the Control Section,
The editor-in-chief, Sokolov (fnu), returned from his leave in the USSR on
14 September. On the same day, the editor of the East German sections
Tsiganov (fnu) resumed his duties. The editor of the All-German section,
Nikolayev (fnu), was still on leave.
Prior to his leave, Nikolayev went several times to the building of the Soviet
Embassy to obtain official approval and clearance for articles written by
other, German, editors. Previously, such articles were taken to Karlshorst.t
