1. In 1953, The First Secretary of every SED1~{reis Diroctorate received
a communication signed by Walter tllbricht ''directing that an instructor
for Volkspolizei matters be nomLnated. The nail of the SED member
designated was to be submitted to Department r of the SED Central
Committee for confirmation. The M-Instructor was to be directly
responsible to the First Secretary of the Kreis Directorpte.'J Insert
from page 2.
2. Since that time every SED Kreis Directorate has pointed one 1,!-
Instructor and every SED Bezirk Directorate two.71 These instructors
are responsible for relations between the S' directorates and the co
competent Volkspolizei offices at the Kreis and Bezirk level. They
are further responsible for political guidance and direction
(Anleitung) of the Volkspolizei and for the recruitment of Volkspolizei
members. The Id-Instructors also acts as liaison man between the Secretariat
of the SED Directorates jnd th,~ competent Volkspolizei commander at
Kreis and Bezirk level.

1. Since ?1lbricht signs all communications having to do with matters
in this field, it is asl,ssumed that he is the SED Central Committee
secretary respnnsible for Department III.

2. DWpartment M of the SED Central Committee was newly organized at this
time. There is no Department M as such at the Kreis and Bezirk level,
merely one and two M-Instructors respectively.
3. These instructors hanile only Volkspolizei matters. They have nothing
to do with the State Secretariat for SState Security (SfS) or with the
Kasptaarte Volkspolizei (KVP).
Until 19.52 or 1953, the competent Volkspolizei officer took part in all
SED Kreis Secretariat sessions. With the introduction of the M-
Instru tors, this practice ceased. Today these instructors perform
all li4ison of this nature.
