According to the regulations of the Soviet army, non-commissioned officers may be pramted
to the rank of junior lieutenant, provided they are trained at a military college
for two years. The Soviets have a military school at Jabrayil (sic), where ser-
geants and junior officers are trained. However, if an officer wishes to earn
further romotions, he has to attend one of the military schools located in
Baku (N 14O-25, E 49-50), 8alyany (N 39-35) E 48-59), or Tbilisi (N 41-42) E 44-45).l

Coament. It is certain that this statement does not apply to all
officers in the USSR but only to those in a certain area, but source did not
define the area.
