1. The Moscow Conference of 29 November,- 2 December 1954 is unimportant compared to
an unpublicized security conference which has reportedly been meeting in Karlovy
Vary (Karlsbad), Czechoslovakia, beginning in early December 1954. According to
several reports, military, economic and finance experts of several Satellites are
discussing particular points on increasing the general level of armaments, in-
cluding an East German Army. The East German manpower problem is also being dis-
cussed in connection with strengthening the KVP. The East German delegation in-
cludes former General Vincent Mueller and Lieutenant General (Generalleutnant)
Heinz Hoffmann, also allegedly former Field Marshal Friedrich Paulus.
2. Possibly related to the Karlovy Vary conference is information that a meeting of
the Council of Economic Mutual Aid (CFMA) which has been planned for February 1955
in Prague may be scheduled earlier.
