There is no essential difference between the functions of a Department
and those of a Secretariat. The difference in designation rather re-
flects the importance attached to th I unit, a Department being considered
more important than a Secretariat. he Departments and. Secretariats
are responsible for WTZ functions pertaining to the country or countries
for which the unit is responsible.. Each Department of Secretariat has

tural pattern. This reflects the fact that an ever-.increasing import-
ance is attached to the y'unctions of the WTZ in East German government
circles. The separation of the-WTZ.from ZAFT administration was the
first step in this direction. There are plans, though not yet clearly
defined, of reducing the personnel strengll of Zaft In favor of an
increased nhmber of WTZ personnel.
